So I have the Majority of my Eldar Army assembled. I would like to try to get a handful of games in to get my painting priorities set. I played 1,550pts versus Marines in a gamma cleanse last Saturday night. I pretty much got my butt handed to me.
Below is the list I used:
Avatar
20 Storm Guardians, Fusion x2, Warlock w/ Spear & Enhance
2X 10 Guardians Missile Launcher
5 Shining Spears, Exarch fully kitted out
2X 6 Fire Dragons
2X Falcon, Scatter, Shuriken, plus all the extras
3 War Walkers, Scatter/Scatter X2, Starcannon/Starcannon

I played a marine list that basically had:
Cheapo Captain, 10 Command Squad, Heavy Bolter X2
2X Las/Plas Tactical
2X 8 Sniper Scouts, Missile Launcher
2x 5 Scouts, Bolters, Heavy Bolter
3 Tornados (Deep Strike)
2 Tornados (Deep Strike)
2 Tornados (Deep Strike)

Turn 1 looked good for me. This list really moves out, and the survivability of the Falcons is ridiculous. That said they were shaken for almost the entire game. Once the Tornados started coming in the game quickly turned into a slaughter.
Cons: Storm Guardians and the Avatar Marching across the board won't happen again. Guardians w/ missile platform were pretty crap.
Pros: Falcons, Shining Spears are Money, War Walkers worked pretty well but missed Guide.

I am thinking about the following, ideas welcome:
Farseer Guide/Spear
Kharandas
10 Guardians Missile Launcher
6 Rangers
5 Shining Spears, Exarch fully kitted out
5 Striking Scorpions, Exarch loaded 'cept Infiltrate power.
6 Fire Dragons
2X Falcon, Scatter, Shuriken, plus all the extras
3 War Walkers, Scatter/Scatter X2, Starcannon/Starcannon

The Idea would be to Bait his deployment with the War Walkers. Load Kharandas, Scorpions, and Fire Dragons up in the Falcons and Zip across the board for a turn 2 charge/fusion vomit; Supporting the assualt w/ Shining Spears.
Leave the Guardians, Rangers, WW/Farseer, and maybe Falcons if un-shaken for Fire Support.

Suggestions....

Yes, drop the storm guardians....

drop the scatter down to shuriken cannons on the falcon

drop the ML and add star cannons (if you primarily play against marines)

Keep the avatar (he'll keep your guardians from running)

Add farseer with guide - for your war walkers

add 5 harlies w/kiss and seer (counter charge or they can be loaded up in a falcon)

if you can find another 5 points... add runes of warding..... if you can find 27 points add the rune sof warding and 1 more harlies with kiss.

Those are my suggestions.

Do not replace your scatter lasers with shurikan cannons - having longer range and 1 more shot is a happy thing. The rest of the advice is solid, other than the avatar. The avatar is good against h2h but not so useful against a wave of tornados. If you are going to play against speeders and you want a phoenix lord take, Magun Ra. He's pretty sick. The rangers would be marginally useful against speeders for less points the guardians with a starcannon platform are just as useless, but with a scatter laser they are worth it. Fire Dragons and Harlequins are the best way to go

Sazzlefrats... Any luck w/ Kharandas? He seems pretty over powering on paper. 8 Claw attacks on the charge!? Seems like he would be really nasty comming out of a Falcon on turn 2. 2+ save, no insta-kill.

Haven't run any pheonix lords since the new codex. The only character I have run is the "unkillable" eldrad. And when you look at running 8 harlequins with kisses and shadowseer vs 1 phoenix lord for about the same points, you have to ask do I want 32 attacks with 5 rends and 11 other hits or 8 str5 power weapon attacks where around 5 hit, 4 cause damage... the answer I come up with is harlequins are more efficient.
Its a fault with the codex, eldar get lots of special rules and toys to justify their cost but they made harlequins overly effiicient so nothing else is comparable.
