This is a basic static shooty army with a couple of mobile elements.  The Avatar and Farseer ties the army together and the Scorpions are counter-charge.  What do you guys think?

Nice basic approach. I would suggest a 2nd wraithlord instead of the walkers. For just about the same point cost you can get 3 wounds at T 8 with a 3+ reg save vs 2 vehicles that are tough as betty crocker imitation butter av 10. A wraithlord with a bright lance and missile launcher will hit about the same (2 shots at 3+ vs 4 shots at 4+) plus the brightlance will be able to handle higher armor values easier. Added benefit that they can walk up with your avatar and troops and help in HTH or can sit back in cover to get an invul save as needed based on your opponent.

I also don't favor Fire dragons, but that's just a personal opinion. In a shooty army I would drop the avatar and the dragons and replace them with a nice big squad of warp spiders(who have the added benefit of being able to absorb a charge you dont want another unit to take and jump out leaving them high and dry for all your shooty goodness).

Either way I think the list you have will fare pretty well. Just consider swithing out the war walkers. They are great against armies with little long range shooting(non feral orks, korne, nurgle), but tend to be easy victory points against most other armies and do little or no damage most of the time when facing any moderatly shooty army(as any shot that hits is likely to disable or kill them).
