How could we make it nastier?

Great shaman, lvl 4, reroll staff, 2 powerstones
Great shaman, lvl 4, item that adds +1 once a game (to avoid the first miscast), 2 scrolls and a power stone
Goblin shaman with itty ring and a scroll, lvl 2
3XNight Goblin shamans, lvl 2, 2 scrolls each

Note: this is 18 power dice, 10 dispell dice, a bound item, 3 stones, and 9 scrolls

5X5 wolf riders with spears
25 gobbos with LA, full command
26 NG with 2 fanatics, full command
25 NG with 2 fanatics, mus
25 NG with 1 fanatic, Mus
25 savage boyz, FC
25 Boyz, shields, FC
4 snotlings

Note: this is the same core I use in 2000 or 2250

Rock lobba
2 wolf chariots with spears and extra men
4 spear chukkas
6 savage orc boar boyz with spears, paint, and the banner of butchery

Note: I know more shukkas or chariots are better than the boar boyz, but I got them cheap at a sale at a store down here and want to use them. And hey, it is 24 attacks on the charge.

3XPump wagon

Edit: I'd have to buy: 2 night gobbo shamans and 2 pump wagons, but otherwise I have all of this.

I'd have to paint:
Orc shaman
2 night gobbo shamans
6 boar boyz
2 chukkas
2 pump wagons.

3k points of orcs is hard to fit on a 6 foot table. If they have a lot of terrain it may be tough.

This isn't much bigger than my 2000 point list. It only adds characters, 2 chukkas, the boar boyz, and 2 pump wagons.

Do you deploy checkerboard style?

Why not be even more evil and have the Goblin take the Staff of Sneaky Stealing. That would really tick off someone, stealing one of their dispel die and adding to your already huge casting pool. Are the Great Shaman Night Goblins?  I would make at least one level 4, can't turn down D3 mushrooms vice. I know you'll want one to be the general since an orc great shaman is Ld8.  Not much fan of the Rock Lobba, so I'd probably take three more snotling bases, 21 wounds would REALLY ruin someone's day, especially if you can keep casting Bash 'Em Ladz on the snotlings and whittle the person down to nothing, b/c with enough attacks even snotlings can kill knights.

Looks good, the only thing I think you should change is something you already said you wouldnt like to (boar boyz), this is gonna sound stupid but that 5X5 wolfrider is in 5 groups right??

anyways I hope magic plays nice with you, some bad rolling can hurt you if one of your Shamens have an "accident" or 2.. 3.. 4
