So I know this is broken, but as far as I can tell it is legal. The small model count is a drawback, but what else is wrong with it? I don't actually play Chaos, so I may have made a few mistakes. I am pretty sure the points work out for this: HQ 2xDP+mark of slanneesh+lash+wings Troops 3x1K sons (9+sorc) in a rhino with extra armor. Sorc gets BOC Heavy 9xOblits Small amount of models, but the Oblits sit back in ruins if possible for the 4+, if not in the open in the DPZ makng sure they have clear sight lines. The Rhinos start off behind cover along with the DPs. On turn 1 the all jump forward 12" with the 3 squads of troops jumping out in the front of the rhino. Ready to rapid fire at the 12" AP3 range they have this turn, maybe even 24", see below. The DPs pull anything within LOS out into the open to play and things go downhill for the opponent at that point. The slow and purpuseful rule indicates that for purposes of shooting they are always considered stationary, Pg 75 BRB. Seems like they could control the center of the board with a ton of bolter shots AP3 suprise. Anyway, light it up. NeverMore

Well, you probly wont get rapid fire if you get 1st turn (you do start 24 inches apart at tournies, right?). If you want your rhinos in cover they probably wont be at the very edge of your deployment.
I dont know, it could work out, but this is a list that would simply get crushed by a horde army. It could whoop marines, since the AP3 bolters are MADE to do so, but an ork or nid swarm is used to getting its armor taken down. Even with the lash possibly moving some units around, this army will have a tough time against numbers.

Or push back giant units of them so they never move forward. Tha lash is a wonderfully broken power. I can't wait to play against it!!!! (read: this power will make games no fun for anyone but the holder of the lash)

I can think of a lot scarier things at 2000 pts.
I think that any well constructed Pod army would be successful against it. A WWP DE army would eat it alive.
What happens if you play an IG or marine SAFH? At that point level they can fill the FOC. You can kill 2-3 units with the lash+oblit combo, but the rest of the army will shoot back. I'd kill the Oblits first personally.
If you had some way of extending deployment you might pull it off, but with Oblits being moved to heavy support, and therefore deploying first, your opponent can deploy in such a way to focus fire from their entire army on the oblits. You could hide them and use SAP to move and shoot, but I'd be surprised if there was enough terrain to hide the Oblits, the Rhinos and the DPs. One of those 3 is getting shot fast and hard, and if you lose any 1 group the concept fails.
It might work against someone who poors their firepower into the Thousand Sons, but other than that I don't see it doing very well.

Extending deployment, that is a great idea. I could DS all of the oblits and the DPs really making it hard on the opponent to make sure they don't allow LOS. NeverMore

Actually if you don't get caught in the deathtrap of an exploding rhino I think you have plenty of fire power to deal with most competative lists. A true ork horde list will be overwhelming but I'm sure that once they get their new codex they too will be directed away from large numbers of models to field the really good elite stuff. So the horde weakness thing tends to go away.

looks good on paper, until you realise that most stuff in 5th will have a cover save most of the time. TLOS with cover makes 1KSons cry. sure you can remove a marines 3+ cover save, but when he gets a 4+ save anyway is it really worth it? its a shame that 1Ksons get the crap nerfed out of them in the new edition, because i really liked them.
probably only take a medium sized squad or 2. fill the rest up with noise marines (so you can kill horde) and plague marines (to just sit on objectives looking hard). appart from that it looks good.

How do you take objectives with Plague Marines? Try to walk 21 marines across the board?
Just walk and run across the board. Rhinos are easy kill points.

The list is kind of fun,
But get serious....For 2000 points it is just too small.
For example check how much power you can assemble with 2000 points of tyrannids! A couple of squads of hormagaunts could tie your obliterators in CC where all their ace fire options are useless, while genestealers just carved you up. A broodlord could eat half your army by himself.
2000 points of orks would also mince you. 2000 points of orks can easily take 30 Lootas, goodbye to your Daemons, your rhinos and your 1000 sons, since they massacre this list for shooting range, and that is before 150 boys and 9 killer kans with grotszookas rip you to pieces with power claws! Any power claw hit is double obliterator toughness and thus instant kill! since you cannot win a shoot out, and you lose all your advantages in CC this list is only serviceable against a few armies, space marines. You would be better to drop the obliterators down to three squads of one, as experienced players do, to focus on specific purposes, and use more troops with such decent wargear as flamers to deal precisely with the likes or orks and nids. The battlecannon on a defiler would offer serviceable shooting power versus lootas as well as CC boost.
It is simply not possible to take an ultrpowered small army and beat all comers. you are goning to need to diversify.
