First off sorry I am new and I am looking into a witch hunters army. My question is if a Dominion, Celestian, or Retributor Squad takes an Immolator as their transport does the immolator still take up a heavy support choice?

Nope. Dedicated transports are part of the same force organization slot as the unit taking them.

Quoted for truth.

Unless you specifically spend the HS slot for an immolator, any unit that has an Immolator as a unit transport may take the immolator as part of their respective FOC slot.

But then again, no one else can ride in the immolator except for the squad it was bought for, unless you spend the HS slot for an immolator.
