I've only played using the dex a couple times with mixed results. The last time I played eldar was in 2nd ed. Now I made a bet with a friend of mine that I could beat him with my least experienced army. It goes back to the back that he's smotten my a few times recently with a couple of my best played armies. Over a case of beer I swore revenge and said my weakest game could beat his best. It seems a bit unwise, but it will be a fun grudge match.

So I've endeavered to make a very mean list tailored to smash his necron/nurgle army which ever he decides to field. I'm counting not only on my angry list, but an understanding of his typical tactics and his unfamiliarity with the new eldar. I'm not going to ignore any questions he has about specific units or rules, but I won't be spoon feeding him either. Part of my disadvantage is that we usually fight to the bitter end. Obviously his two armies have great strength there. Its usually worth the fluff story though. Taking a bunch of squares/objectives never seemd as much fun to me. A case of beer lies in the balance!

So pretty straight forward. The pathfinders sit in a comfy building to pot shot all game. The guardians walk into starcannon range while staying close to the avatar. The reapers sit tight and fire salvoes all game. The harlies and banshees/zar smash the meanest units asap and the falcon & serpent wreck merry havoc after delivering their troops.

I recommend a shadowseer with the harliquins for the "plasma" grenade it gives the squad so you can charge them into cover because they fall apart if they don't go first and clear the killzone abit.

Nurgle would be easer to fight, while Necrons are the nemesis army for Eldar if fielded correctly.
The Guardians, walking the Avatar's fealess bubble, give you a nice, fearless fire-base.
But they are not really effective on the battle field.

Agreed. If you are taking the Guardians only for the Scatter Laser, I'd consider another way to take Scatter Lasers. If you have the ability to take Avengers, take them instead.

Harlequins without a Shadowseer are wasted points. In addition to the grenades that you'll need (as mentioned earlier), it forces your opponent to roll to determine if he can actually see the Harlequins he wants to target.

Never take Harlequins without a Seer.

Well, I'll dump some points for the shadowseer. Thirty seems like alot since I don't expect most to survive past the first charge at six strong. This may seem cynical, but they're t3 and sv5+ so against nurgle/crons they don't have a long shelf life. I also figured that being falconed in they'd avoid most enemy fire and that the turn they're in the open they'd distract fire from my banshees. I guess thats a bit naive though. I'll make the points for it, though the shadowseer should really get an extra attack.

As far as the guardians go I think they're the best choice for the points they cost. There is no other way to get 3 units with a star cannon that is so resilience for so few points. Granted 3 warwalkers with 2 starcannons each are slightly cheaper, but die ato anything with 4+ strength firepower so much easier. The guardians can each fight to the last when in range of the avatar. Nine meet shields to protect the cannon. And if they get charged they can hold up enemy cc units to the end. Added to this if I take the walkers instead of the guardians I only have 75pts to get another troop choice and this will be further strained making points for the shadowseer. I also think that the amount of turns the guardians can still fire compared to the super soft walkers is well worth it. I'm also hoping that the guardians will provide a useful meat shield to pretect the avatar in till he gets into combat. This might not work on a seasoned eldar fighting tourney player, but I think it will work on my opponent and if it doesn't the guardians will get more shots in.

Harlies hit like a sack of hammers. But given that you'll be facing Crons or Nurgle, their biggest strength in Rending might be a bit mitigated. I'd suggest dropping them, and taking maybe a small squad of Banshees in their place. Thier power weapons will be a lot better at negating the FNP, WBB stuff.

Guardians give your opponent a focus.
Necrons will teleport close to them within rapid-fire range and shoot them, while Nurgle will try to assault them.
Then you need to hold back the Harlies and Banshees for counter-strike. This could work.
