I was considering dropping 4 guys off one of the elite squads to add 3 more plasma guns into the army, probably one to each command squad, I was also even considering taking another 4 guys off another elite squad to add 3 more plasma guns to the command squads.

Personally I think you should leave it as it is or mabye swap the Bassie for another Russ is the only inprovement I could spot.

I'll give you a few comments.
I have played with IG a couple of times, and have FACED them numerous times. So my perspective is mainly from an opponents point of view.

I have to say I like the army a lot.
Its got pretty much everything that I DONT like facing in an opponent's IG army! (I play Mech & Jetbike Eldar)
The only thing i'd change - on first thoughts - would be changing the Russ to another Basilisk. I simply HATE facing Bassies, and i'm not the only one.......!!

Are the three VET squads for dropping with their rapid firing plasmas behind my skimmers....?! ARG!!!

It does really look solid, also vs Tau or MEQ

and.... OMG it's only 1500pts!!! It looks as hard (or harder!) than the 1850pts Guard armies i face regurlarly...! Brutal!

If your Vets are going to Deep Strike they should only be 5 models strong. Ten T3 5+ armor save models will die just as easily as five, might as well keep them cheap.

I don't foresee your single Russ and single Hellhound surviving very long. All opposing Lascannons will be trained at the one Russ, all opposing Autocannons will be trained at the 'hound. I'd go 2 Russ, 1 Bassie or 2 Bassie, 2-3 Hellhounds for vehicles.

I'd make one of the deep striking squads have meltas to hit harder targets. Sometimes it is hard to land behind something

Minor point, but I believe Iron Discipline is +5 points per officer, so you would need to find another 10 pts. to bring the doctrine.

Good catch, I did misinterpret iron dicispline. After feilding the mortar a few games I'll drop it in favor of giving all command squads iron discipline.

A Leman Russ sitting in a forest does a reasonable job of attracting lascannon fire and not getting hurt too bad. I'll play differently if I face another IG army vs SAFH vs Eldar vs Nids. In my last game the Russ died to a melta gun on turn 4, and the hellhound entered my opponents deployment zone (Recon mission) on turn 5. Both vehicles were close to each other. And my bassie died on turn 6. The previous game, none of my vehicles were damaged. I have no problems hiding all my vehicles until turn 4 if I have to. At 1500pts ones gotta make a decision about what you can and can not cover. So this is where I leave bases uncovered.

Melta weapons are a good idea. I'm thinking of reducing one vet squad to 6 men, and upgrading a command section to having 3 meltas. I think that'll leave me with enough points for a bolter in each command squad, maybe there is an option for a storm bolter? I'll have a look at the codex tonight. Thanks! Are storm bolters for 5pts an option for junior officers in the command squads?

I believe they can indeed get the 5 pt. storm bolter-I've certainly seen others play officers/stormtrooper lts. with them. It is pretty good for the points-it can also work quite nicely with a few grenade launchers thrown in. 21 pts. 2 S4 AP5 shots and 2 S6 AP4 shots that can move and fire 24" is not too bad if you have the points for it.
