Oh, here and there.

My fluff for my IG army allows me to use several different color schemes within the same army. The planet is basically a city-state world. Depending on the size of the enemy force, several city-states may respond to the call to arms. Thus resulting in a mixed scheme.

It would be kept seperate, like: Infantry Platoon 1, this scheme. Infantry Platoon 2, this other color scheme. The majority would be a core color scheme, from my particular army's city-state, but I want some contingent's of other color if possible.

Would this be allowed in a tournament? It's the same as one-scheming an army, just more colors and more fluffy.

I can't see why this would be a problem. It is acceptable to mix ranges of Guardsmen (ie: Praetorian and Valhallan) in the same army, so I don't see where the objection would be to mixed paint schemes.

As far as tournaments, I suppose some painting judges might value uniformity enough to dock you for mixes, but that is only scoring and only speculative. As long as all models meet the minimum standard (3 colors usually) I don't think you would have an issue.

As long as the organizers don't prohibit special characters, they can be included as detailed in the Codex. As long as you tell your opponent what rules you're using, I don't see any reason why you can't call them any name you want.

If you are really worried about uniformity or even just wanted to tie the army together a bit, you might try painting something akin to an armband on all of them the same color.

Personally I am one of those people that has extreme admiration for uniformity. I love to make sure all my guardsmen are uniform. To give it a more unifying look. I really hate the look of rag tag Guard. The very idea makes me cringe. Also that is why I hate the RR models and also why I do not like deamony chaos. However, it should not be a problem whatsoever. There is nothing in ANY rule anywhere saying you cannot have different color schemes.

First, its ok to mix things up.
(i did it a long time ago)
Now my tip:

base all your model the same way, and paint all the base's rims the same color, it will help to unified the army.
What do you plan to do concerning vehicule?

+1 for this. That's an extremely important part of army cohesion that people seem to throw out the window sometimes...
