A nice basic sampler...
This kinda list will help you decide which direction you want to go with guard. Either loading up on guardsmen and heavy weapons, or tanks and specialized kill squads with grav-chutes, or a mixture of both.
Keep your junior officer close to your conscripts at all times. Don't get the junior officer in close combat or your conscripts will revert back to leadership 5.
If the commissar is there just for the leadership, then it would be cheaper to just upgrade your officer to heroic, either by buying a heroic senior, or more deviously buying a junior officer an honorifica imperialis.
If you planned to counter assault with the command squad just remember that the leadership rule turns off when that unit is in CC. That makes your conscripts very vulnerable to morale.
Also, keep an eye on how often you use the triple heavy bolters on your russ. I like triple HB on my demolisher, because many times you will be out of range of the demolisher cannon. But with the 72" range battlecannon, I tend to keep my regular russ way back firing from long range, and protecting his weaker armor. If you end up using it the same way, it might be not be worth it to add the sponsons. Even if your weapon is destroyed, it will likely take you a turn to get those triple heavy bolters in range... unless you were playing more aggressively.
