I don't recall what the rules are about AA Mounts on Ordnance weapons, but I believe that they hit on a 6 or somesuch. That may be the Imperial Armor talking, however.
Anyhow, my proposed rule is simple. Rather than simply roll to hit or miss, have ordnance roll to scatter, rolling 2d6 and adding the result. If a 'Hit' is scored, simply take the lowest D6 roll of the two. place an appropriately sized marker, at approximately the same height as the plane, and embellish it with some smoke, or fire, or something that makes it look like the tell-tale burst of a flak weapon. If the target aircraft is touching the template, it takes a single hit at the strength of the weapon. Roll for penetration, etc., and resolve the shot as normal.
If the aircraft is not touching the blast marker, leave it there (if it hits, it is removed, as it is assumed that the bulk of the shrapnel impacted the target plane). The shot missed, but the explosive shrapnel is still being flung about. the blast marker will be removed at the end of the next shooting phase. In the time between the placement of the blast marker, and its removal, the opponent has a movement phase, during which he will be moving his aircraft. should the line between the starting point and ending point of any flyer, regardless of Friend/Foe status, touch a marker, the aircraft will take a hit equal to the weapon's strength minus 1, and at AP nil, on a 4+. Do this for every blast marker that intersects this flight line.
I know this might complicate airborne aspects of the game, but I think that it would really give the battlefield's sky a saturated feeling as black clouds of flak darken the skies. I could definitely see this opening up rules for altitude levels, flight maneuvers, turning rates of certain aircraft, and so on.
Hmm. I think I know what I'll be doing this weekend...
