very fine sand paper 1200 grit or higher , sand the area were the paint has chipped and repaint ,just like you would with a car .the sand paper will remove any more flaky paint and "key" the surface of the resin so it accept paint , then when its complete varnish the model.
mainly though just accept paint will flake off or scratch when you are using a model for wargaming, if you want the paint to stay on , paint it then put it in a cabinet and never touch it again .
Also i think better prep on the resin would be advised , i wash my resin twice and then when dry i hold the resin under a pright light and look for very shiney areas and give them a light rub with fine sand paper to take off the sheen as it seems to be these shiney areas that cause most of the flakes i have had in the past.
