Is it useful, because mine never hits anything once you take into account modifiers for moving and range. Assuming you're supposed to do so.
I'm just wondering what people have to say.

It can be a decent threat, depending on the opponent. Against Large Targets you get +1 to hit, which is a big help. You certainly don’t want to center your strategy around the great bow. It’s more of a nice bonus for those turns when you’re not moving more than 6” anyway as part of a coordinated advance, or when you’re hanging back and using shooting/magic to soften up the enemy, at which point he’s generally acting as a 12” range area denial, making moving into a particular location dangerous and unappealing for your opponent.

As Mannahnin said, it's just an added bonus. I never count the thing to actually hit anything, so don't be afraid to march with the dino instead of staying back & shooting (unless you have some really good flank shot prospects etc.).

i usually forget about the damned thing, i always try to get that lovely charge with the steggy instead. i find that there are always to many modifiers to tery to hit with it, and i never had any real luck.

I never did paint my Stegadon, I've been eyeing it I think I'm going to make the bow bigger, maybe I'll have more luck .

You know, I've see you shoot that stegadon bow 0 times total, I'd guess. In fact, let's run down all the ranged support in your list:
2nd Gen -- magic missiles mean no roll to hit!
Sallies -- 'flaming' spit mean no roll to hit!
Skinks -- only 6's matter anyway!
Stegadon -- clearly goes into battle unloaded at this point

The bow is ausome. Mainly because cav units cant present their flank to you if you have it.
Set it up on a flank and watch people debate moving past you to get to the rest of the army. A luck hit and poof, no more cav unit.
But mainly, its there for the fear it causes in the opponents heart.

sounds yummy. I usually put the faster stuff on a flank anyway, with the Saurus towards the middle of the table. What-do-ya-call-it, refused flank formation. An echelon. Go dinosaurs.

The bow is there to encourage your opponents to move into charge range. Think of the stegodon as a chariot with a small bolt thrower rather then a bolt thrower with a good statline.

I never shoot my bow because I have one of my Chiefs riding my Stegadon. Mark of Chotech is fun for running down those who inevitably run from it out of sheer Terror.
