I'm used to seeing "May deep strike if mission allows" and I noticed that isn't in the CSM Dex, so does this mean they DS all the time, or is it an omission?

They follow the rules for Deep Strike as found in the rulebook.

If you read the Deep Strike mission rule, it tells you that in missions with said rule, models having the special rule may Deep Strike.

The verbiage "if the mission allows" that a lot of older codices had was redundant and unneccesary.

What's important to explicitly state is when units can DS regardless of mission. If they don't have such a rule, then they can't.
