A mob of 30 orks was taken down to 11 after my shooting phase. The orks fell back 9 inches. In their following turn can the orks regroup using the mob rule.

If there were eleven Orks left in the mob after your shooting phase, they would have automatically passed their morale check for shooting casualties because the Mob Rule! indicates that having eleven or more Orks in a unit makes it Fearless.

However, had the Orks been reduced to ten models and failed their morale check, and fallen back nine inches, then they could use the Mob Rule! to roll against a Leadership of ten to rally.

In the first case no, no they don't. In the second case, yes, you're correct (apparently playing with Marines really does help one lose touch with the basic rules of the game...).

Not having checked my Codex (when anybody says that it's pretty much a red flag about anything they say), I think you're correct, Mekboy. Still, I think it helps to proceed on the assumption that a player will not do something so blatantly against their interests as to risk a mob of Orks breaking under 50% strength when they don't have to.

Substiting the ork count for Ld is optional. Being Fearless when at 11+ orks in a mob is not optional.
