Am I right in assuming a vehicle can tank shock another vehicle as long as it's not the same or higher in armor and also not immobilized? If this is so, does the new death rolla inflict the 1d6 S10 hits on the vehicle it rams?

No, only walkers (and infantry) may make death or glory attacks. If they fail, then they are destroyed. Other tanks that are not imobilized or have higher frontal armor value can't deah or glory, but have to move out of the way and take the d6 S10 hits.

Only infantry and walkers can make a Death or Glory attempt (71, BGB).
