OK, so the FLGS someone says any statistic in the game cannot exceed 10, quoting BBB pg 12 "All characteristics are rated on a scale from one to ten..".

My Ork Codex page 31 Mob Rule! says "Ork mobs may always choose to substitute the number of Orks in their mob for their normal Leadership value."

If my Weirdboy joins a 30 strong mob and rolls an 11 or 12 for a psychic test does he pass? Why?

Base statistics are always between 1 and 10.

There is nothing restricting bonuses from taking them above 10, nor is there anything that limits the value of something that replaces a stat.

The Mob Rule does not change the base stat. It replaces it with the size of the mob for that particular test. Without any sort of limiting rule that caps this replacement at 10 or less, it will be as the rule says: the size of the mob.

This is my understanding as well. If the Codex designer meant for this to be capped at max 10, I'd think he would have said something to that effect. This reading is further reinforced by page 37 of the Ork Codex in the second paragraph where it says "Remember that a Weirdboy's Leadership is affected by Mob Rule..." pretty much spelling it out: You can replace the Ld value of the Weirdboy with the size of the Ork mob.

Additionally the core rules state that in a situation where the core rules and a codex are in conflict then the codex has superiority.

In this case core rules state A

codex (newer than core rules) state this unit breaks A by being able to B

Thus untill GW gets off their couch and writes an ork FAQ/errata on it an ork mob of 30 will have a Ld of 30.

The most recent attempt to persuade me was by using the warboss, powerclaw and a charge.
What strength will the warbosses powerclaw have if he charges?
The idea is that you will do the math and come to 11 but agree that its limited to 10 and thus ork Ld can never be over 10.

This reasoning is flawed, the reason for this is that the warboss powerclaw and furious charge rules are all core rules and thus covered by the core rulebook. In there it states that the strength value can never be increased above 10.

The ork mob rule is a codex rule that does not boost the units Ld value, it replaces it with a number based on the number of orks in the unit.

Its not bad that a weirdboy will always succeed in casting a spell when his mob counts 12 models or more.. He gets his power from his fellow orks..and he still could get a perils of the Warp. If he walks alone he only has a LD of 7.. His powers are random anyway..

Its funny when a Libriarian wants to counter the Weirdboy's spell. That impossible if the mob keeps his numbers above 15...
