this is a problem that has been around for a while but we can't come to a conclusion

here is the question can a guard leaders of spacemarine commander's leader ship convey to the squad using his test unmodified.

1 Logic says that they get the leadership unmodified and add their negative modifiers to it.
2 because the GW is'nt always specific the leadership may be unmodified and even if they are outnumbered 5 to one they still get the leadership that the officer has regarding their unit strength ECT...

I don't have the rules on hand at the moment, but possibly by RAW you may have found a loop hole no one else has noticed... But chances of that are slim right?

There's no loophole. The characters mentioned bestow their Leadership upon the unit. Modifiers then apply as normal.

There is nothing in the rules that suggests that modifiers don't apply as normal, and so they do.

Insaniak you are probablly right but I'd like more oppinions for consistancy

As Insaniak said, the Space Marine Comander's Rites of Battle allows all marines in the army to use the commander's leadership characteristic for tests.

The leadership test is then modified in various situations (p. 47 of the rulebook, for example).

There's no reason why units would ignore modifiers when using the commander's Ld anymore than they would ignore modifiers when using their own Ld.

I am in agreement with what has been said by both Insanick and swize1. The Leadership applies before modifications have been counted.
