I made this list up when I was randomly dicking about with the Eldar Codex, I'm not entirely sure if it's genius or insanity. I still haven't quite sussed out tactics yet, but I assume it would play in quite a counter-attacking style.
Any takers?

Ok. Basically, you have a shield line with the 20 guardians, counter assault with harlies and shining spears, AP with the guardians and reapers and AT with the firedragons, with the farseer playing support and the falcon basically just running the dragons around.
The problem is that this list is a 'jack of all trades but master of none' list.
You have some anti hoards stuff. A bit of anti MEQ stuff. A bit of AT power - though really nothing outside of the dragons. And in the end, unless you come up against another entirely mixed army, you will most likely get hammered.
Why?
Because you don't have enough of any one thing to be effective at it. Up against a hoard army such as orks, some types of guard, some nids? Then your lack of massed firepower and bodies will be exposed - though you would have your best chance against this army.
Up against a stand back and shoot army such as Guard, Tau or some Marines/Chaos forces and Nid forces?
You lack the ranged power to reach out and blow stuff away, especially as your nastiest assault element, the harlies, are on foot and they die quickly from shooting. They are glass hammers, and need to be treated as such.
Up against a specialist assault force such as BA, BT, SW, some Chaos, some Nids, etc? Then you will find that your guardians will get shattered, your harlies will kill a unit quickly but then get mowed down by others, and your spears will get chewed up the same way. That will potentially leave your reapers near combat and your falcon as the only thing about (and the only target for all the AT weaponry of the enemy).
Basically, it is a good thought you had, but you need to maybe have a rethink. Maybe try trading out the Falcon and dragons for something else? Maybe wraithlords with EML or lances for AT work, and they can back you up as well in combat. I know I'm probably the first person to ever say drop the falcon from the eldar list, but it would suit your army at this point, I think. Heck, if you really wanted to go shoot/counter assault, you could trade out the guardians for dire avengers with PW exarch and shimmershields to act as a tarpit to let your counter assault in. However, that may be a lot of change, and it depends on what you own.

Mad? Right, as said, a jack of all trades, but a master of none.
If you want a fun list, then keep it, although the list is'nt really funny to play.
Otherwise, you need to max out HS and Elite. The Farseer needs a jetbike. Finally, add 2 troop units (2x5 Pathfinders, or 2x4 Jetbike squadrons incl Spearlocks). If you have the points, add a small unit of Shining Spears for blitzing enemy units.
