Had someone tell me he read that Farseers can't use the Turboboost rule when riding a Jetbike. Something about them being too old, and speeding around the battlefield too undignified. While I can see where something like that would come from, I can't find a reference to it, and he didn't know where it was. Anyone heard of this and/or can tell me where/if it exists?

Complete fiction. The only place I could see something like that comming from would be some sort of special mission or something that GW set up in a white dwarf or something. In either case, for normal 40k games, farseers on jetbikes work just like anyone else on a jetbike so they can turbo boost, get +1 toughness, a 3+ armor save, move 12, and can always move 6" in the assault phase. If your friend wants to show you where this rule is, then you guys can work out how to deal with it. Otherwise, I'm certain that you can show him the rules that state bike mounted units can turbo boost.

No such rule. In the 3rd edition Codex: Craftworld Eldar subcodex, the Ulthwe list rules forbade their farseers from riding jetbikes at all on the basis of being too old and dignified or some such. But said restriction only applied in that sublist, which is no longer even official.
