Don't run a Senior Officer with Honorrifica. It's more expensive than just taking a Senior Officer. It's also more expensive than taking a Junior Officer with Honorrifica. Commissars are over-estimated. His points would be better spent elsewhere.

Most people don't like Voxes, but I've found them pretty worthwhile for such cheap investments.

You have far too few Lascannons, in that one is never enough, for the Guard. You should back up your Sentinel with a friend, or two.

Basilisk has way too many upgrades. The only one I would ever recommend for it, if we aren't counting Indirect Fire, would be an Armoured Crew Compartment, to stop it being open-topped.

Okay - Commissars aren't very good. Probably should drop him.

Mortar squads are a big ol' waste of points.

I'm not a big fan of special weapons squads, as Veteran Squads can have the same amount of special weapons, and it's cheaper, too.

Stormtroopers aren't that good. Better to drop 'em for Veterans with 3x Plas, or 3x Melta. It'd be cheaper, too.

Ogryns... Instant Death at S 8, and no save vs a whole lot, means Ogryns are going down. Better to get another 30 Guardsmen with Heavy Weapons.

Also - is your Officer really going to benefit from that Carapace Armour? Really?

Grenade Launchers aren't a good idea, unless you've got a lot of them (And even then...). Go with Plasma.

Voxes aren't a good idea, if you can make good use of Leadership bubbles.

Very bad idea to bother with upgrades for Sentinels beyond the weapons. They're toast if someone glances at them funny.

If someone wants your Basilisk dead, it's dead. No point in giving it an Armoured Crew Compartment.

Track Guards stink. Extra Armour is enough. Guard vehicles just don't need to move that desperately.
