If an inquisitor with Emperor's Tarot is deep striking can the emperor's tarot ability be used when determining first turn? Does the inquisitor have to be deployed on the table to use the ability?

The Emperor's Tarot is used before deployment so I sure hope it can be used when the model isn't on the table.

Ok, that alleviates a ton of concerns. I'm entering a tournament with this guy this weekend and I did not want to find myself in a predicament.

Well, just make sure to use the Tarot before deployment and you won't be in a pickle. Many people erroneously try to make the rule after deployment right before the roll to see who goes first is made, which is wrong and unfair since both players are supposed to have the knowledge of which way the Tarot is giving the bonus while deploying their forces.
