I've been asked to form a League up here in northwest New Mexico, so I've come up with some ground rules and an overarching constitution since we have several different war games going on. I wanted to post them up here and see what you guys think.

Four Corners Area Wargaming League


This League has been set up for the purpose of promoting wargaming in the Four Corners area and to create an organization where like-minded individuals can come together and enjoy their hobby.

Games currently supported by the F-CAWL are Warhammer Fantasy, Warhammer 40k and Warmachine. Players who are interested in wargaming who wish to introduce a new game are free to do so. The rules of the league are set up to allow interchangeability between each gaming system.

F-CAWL is based out of Pass-Go Games in Aztec, New Mexico. Any monies generated by the League go toward prizes bought from Pass-Go Games.

Organization: Any member of the League may volunteer for the post of Administrator for a term of one year. Members of the League vote on the Administrator at the end of August, which will be considered the end of the year for gaming purposes.

Administrator: The Admin is responsible for keeping track of weekly scoring by members of the league, collecting of dues by League members, organizing quarterly events through out the year, purchasing of gift certificates from Pass-Go Games for tournament prizes and organizing the yearly summer Campaign. The Administrator does not have to referee individual games or become the Campaign Master for the Summer Campaign, but instead finds people to take those positions and ensures that the events run smoothly.

Campaign Master: The CM is responsible for the yearly Summer Campaign for one or more wargaming systems. Multiple CM’s may be chosen by the Admin for multiple campaigns if the player base is large enough. Each CM is responsible for creating a campaign world as well as a rule system for their particular game.


Membership: Any person with a desire to wargame may become a member of F-CAWL. Membership dues will be collected on a tri-annual basis and will be determined by a membership vote after each collection date. Active membership in F-CAWL gives members the privilege of compete ting for prizes and participating in the Summer Campaign, Winter Painting Challenge and Spring Tournament.

Competitive Membership: To belong to the Competitive Membership classification, members must pay dues participate in the Summer Campaign, Winter Painting Challenge or the Spring Tournament.




Active Membership: Active membership is free to any person with a wargaming army and a desire to play. Active members are put on the scoreboard and may challenge other current active members to games. Active members must put in one scheduled game a month. Pick up games do not count toward determining Active membership.

Inactive Membership: Members who have not played a regularly scheduled game in over a month are taken off the scoreboard and put on Inactive Status. An Inactive member may reactive their status at any time, but starts over on their win/loss record.


Games

Regularly Scheduled Games: The Administrator is responsible for the scheduling of regular games between two members throughout the year. The two members will choose their game, point system and any special circumstances that are needed for the game. After the game is completed, the Administrator will record the win/loss and post it on the board.

Pick Up Games: Short games may be played at any time between two League members but the result won’t be listed on the win/loss record

Event Games: The League will sponsor 2-3 special events through out the year, namely the Summer Campaign and the Spring Tournament. These events require registration and have their own set rules.


Miniatures:

Proxies: Proxies are not allowed in the F-CAWL regularly scheduled or Event games. League members must have the model that represents the unit. For example a coke can cannot represent an Ork Dreadnaught.

WYSIWYG: What you see is what you get. Up to 10% of an armies models may have a different weapon than the one ascribed to them in their points list for a Regularly Scheduled game or an Event game. Any more than 10% and the member is disqualified from the event.

Painting: Due to time limitations and schedules, up to 10% of an army may remain unpainted to compete in an Event game. Each miniature should have at least 3 colors on it to be considered “painted”. Should more than 10% of an army be unpainted in an event game, points will be deducted from the final score. Pick up games and Regularly Schedules games do not require painting on the miniatures.

Basing: Basing is not required at F-CAWL games but can help in the overall scoring in the Tournament and Campaign events.




Army

Pick Up Games: Members are expected to bring an army list containing all the information about their army to a pick up game and share it with their opponent after the game is done if the other member asks.

Regularly Scheduled: Army lists must be submitted to the Admin to be checked for accuracy and equality in points per army. The Administrator will check each of the armies to make sure it corresponds to rules for the chosen game as well as corresponding to the army it is attached to. Any points may be used that both members agree to.

Event Games: Army list for an Event must be submitted at least a week before the event. Any list submitted after the deadline will not be allowed to compete in the event unless there are extenuating circumstances. All points, unit statistics, weapon statistics and any other pertinent information is expected on the Army List.



Events

Summer Campaign: The Summer Campaign is a 6-week long role-playing/wargaming experience put on by a Campaign Master. Sessions are held on a weekly basis. Campaign Masters are given great leeway in determining the rules of the campaign and the make up of the player’s armies. The Campaign Master will hand out a list of 5-10 objectives that determine the winner of the game at the end of the Summer season. Winner(s) are given a gift certificate to Pass-Go Games from dues collected for the Summer Campaign experience. Theme armies are highly encouraged.

Winter Painting Challenge: After paying dues for the Winter Painting Challenge, Event Members can enter up to 3 miniatures or terrain models for a judging contest. Miniatures must be self painted and based to qualify for judging. The administrator is to find a local artist or art teacher to judge all entries. There will be three categories for entries to compete for: Best in Show, Fan Favorite and Most Creative. Best in Show and Most Creative are judged by the Administrator (who cannot place entries) and the Art teacher while Fan Favorite is determined by voting from the membership. Winners of the three categories are given gift certificates to Pass Go Games.


Spring Grand Tournament: The Administrator will put together the Spring Tournament, which will be hosted at Pass Go Games. Due to space and Time considerations, the Admin may have to schedule games over an entire week instead of just in a day. The Administrator will determine the game, rules, special rules and army sizes for the Tournament and locate referees for a day of gaming. Membership not involved with a game for that day may act as a referee. The winner of the Grand Tournament will be awarded a Pass Go Game gift Certificate.


Fall Awards Ceremony: The Administrator will tally up the total points of wins and losses from regularly scheduled games and give out 1st, 2nd and 3rd place prizes for the top three scoring players. Awards are to be given out to the most original army, the best painted army, most games played and the Meat grinder General Award (most losses)

At first glance, looks good, with just one thought:

You're describing a club, not a league. It's nitpicking, i know, but an organisation where one goes to a community location (FLGS, etc) on a Friday night, hangs out, and plays a few organised games is a league. An organisation where you vote for officers, have regimented rules/bylaws, pay dues, and the like is a club.

Should save a few headaches by calling an apple an apple, not an orange.

There is an attitude that not having an insanely optimized, one shot, six stage, omnidirectional, inevitable, mousetrap of an assassin list army somehow means that you have foolishly wasted your life building 500 points of pure, 24 karat, hand rolled, fine, cuban fail. That attitude has been shown, under laboratory conditions, to cause cancer of the fun gland.
