Specifically Quetzl (The +AS one). Is it worth the points to put on a unit?

Depends what else is in the army, but probably. They're already a good anvil. With HW, shield, and +1 to saves from the mark, they become a GREAT anvil. You just want to be careful that your tactics and strategy ensure the unit sees combat. If your opponent can just avoid it, it's throwing good points after bad.

Part of my thought process is that armies with min core (3 units of skinks typicaly with me...) tend to get more flack, so is the increase in armor save worth the extra flack?

i love the Blessed Spawing of Quetzel. i have a unit of twenty in my 3000 pts army. seeing as they have a 4+ save they say alive for awhile. they may take a few losses but ive found that the unit will remain almost fully intact thru an entire battle. they work well in conjunktion with a unit of kroxigor to smash a flank to pieces very quickly.

if you really like Quetzel, try a Sacred Host army. for only five points per unit skinks can take the spawing (they MUST take it as a rule) which gives them a 6+ save right of the bat. skink priests also use the Lore of Death insted of the Lore of Heavens. the saurus that take it remain core, and if you add another Blessed Spawing they move up to special. the Blessed Spawing ofTlazcotl is a great add on, or a great option for a different Sacred Host (even tho skinks MUST take the spawing for 15 pts). the skink priests have to use the Lore of Metal insted of the Lore of Heavens too. not too bad a trade.

From what I’ve seen, experienced WH players tend to look beyond a simple comparison of core/special/rare and how many points are in each. Six years ago, Hordes of Chaos and Beasts of Chaos pretty much made this system obsolete by making most of your army Core, even elite stuff like chariots and knights, as long as you matched it up to your general. Nowadays players tend to look more at what kind of stuff you take, as opposed to just what slot it’s in. 6+ chariots will annoy people, even though they’re Core for chaos. Big ranked blocks tend to make people happier, even if they’re Special.

Just taking Saurus at all, even if you give them a mark which makes them Special, will tend to get you credit from most WH players. Just because the more common cut throat lists use all the fast/shooty stuff, plus saurus heroes and kroxies for hitting.

Well, I know around here, they also look at core percentage on the excuse that it should 'look like an army'. *shrugs*
