So here's the idea. Following a post about Pariahs in the tactics forum, and hence looking in the Necron Codex, it occurred to me that the imagery really seems to suggest endless tides of shambling rusty undead robots poring out of Monoliths to overwhelm (or underwhelm...) the beleaguered defenders. I figured there was a better way of representing that, and that would be a rule like the Tyranid Without Number rule.
Basically the idea would be that We'll Be Back would allow Necron casualties to teleport back onto the field, providing an available Monolith or Veil of Darkness (or some other teleporting doohickey). Necron casualties that aren't caused by close combat weapons that ignore armour saving throws, and that aren't caused by ranged weapons effecting Instant Death, would be placed in reserves as 'repaired casualties' for that unit. When the Necron player makes their reserves roll for that unit, the surviving Necrons in a unit are removed from the table and placed with the repaired casualties. This unit can then enter the board via a Monolith Portal, or with a Necron Lord that uses its Veil of Darkness without picking up a nearby unit within 6". If the unit can't enter play, then it's lost as standard for reserves that cannot enter the board that turn.
That last bit, whereby a Necron player could lose entire units to their teleportation wargear getting poached, would replace the Phase Out rule. Essentially a unit would phase out when there isn't a Necron presence to return it to the board.
Something I thought of to make that less harsh is something that I've been thinking about for a while, making Pariahs kind of like Eldar Warlocks - in that they can be attached to Necron units. Like Warlocks they'd support their unit with their powers and equipment. In addition, if a Necron unit has a surviving Pariah when the unit engages in We'll Be Back, then it can Deep Strike (fluff excuse: The Soulless nature of the Pariah both calms the local warp-space and allows them to plot teleport pathways without the aid of a Necron beacon).
