Under the combat patrol rules it says you cannot have special chars, but is a special char different from an independent char? And what about people like Boss Skikrot, or Boss Zagstruk? Are they allowed?

Throw enough Goblins at anything and it should go away, at the very least there will be less Goblins.

Special Characters are named characters who represent a specific, unique individual in the 40K universe.

So no, not the same thing as an Independant Character. Special Characters are generally Independant Characters... but being an Independant Character doesn't make a character a Special Character.

Boss Snikrot, Boss Zagstruk, and any other similarly named characters, are Special Characters.
