Cryx, they are evil dragon liches. But they are also evil pirate guys. And why do I get the feeling they live in a swamp.

Cryx was an island pirate nation. It used to be run by the 13 most powerful pirates in country. When Toruk claimed Cryx for himself, he gave the pirate lords a choice to join or die. They all joined and became his generals. When they died, they were brought back to life as liches. Terminus is actually one of the original pirate lords.

Dragons have a thing called dragonblight that corrupts the lands and living creatures around them. The longer they stay near the dragon, the more mutated and evil they become. Terminus has been around Toruk for thousands of years. The blight has caused him to increase in size and grow wings.

As for why you think they live in a swamp, I sometimes think it's a swamp too. Maybe the whole 'blighted lands' bit is just computed into 'swamp' in my head. Or maybe it's the art, especially the Leviathan's.
