Don't know off the top of my head how many points that is, but how about adding the riflemen attachment for the sea dogs. It's more guns. Maybe the small cannons too, to go with MacNeil.

I'm just going to shout out some ideas. Pick whichever ones you like.
I'd get Rockbottom to make those Sea Dogs Tough. And I know you've got Killingsworth. You could use a little more help dealing with high ARM targets, so how about a Nomad or Aiyana and Holt? If you think 4 jacks are too many for Montador, how about Dirty Meg?
I noticed you're calling this Highborn Covenant even though it could be Talion Charter. If you're set on Highborn, you could get Precursor Knights or Forge Guard when they come out. Gorman and either of those two units would solve your high ARM problem. You could even take Thor and marshal some Rhulic jacks.

I did Highborn so that I could use other stuff and so that
I could AD Hawk with the Sea Dogs.
Rockbottom, Doc, Nomad and Meg? That sounds kinda good
for both painting.
What do you think of Freebooter vs. Nomad? I like the
board control options of the Freebooter, plus you get the
two attacks, or is that worth less because I'm going to be
jack marshalling them?

The Freebooter has that one ability where it gets extra movement for the cost of one Movement System box and one focus point. Jack Marshals do not provide focus. If you're cool with never using that ability (Jury-Rigged, I think it's called), then by all means, marshal it. Meg's Drives have a lot to offer the Freebooter.
My reluctance comes from my experiences with Rhulic lights. They require focus to use their special rules and are thus poor jacks for marshaling. Since Jury-Rigged doesn't seem as important to the Freebooter as Powerful Shot is to the Grundback Gunner, it is entirely possible that the Freebooter will perform just fine marshalled.

Off-topic, but I'm actually tempted to run a driller as bodyguard for a unit of Highshields. Boost to hit with the claw, auto-hit with the drill (which admittedly is way more fun when you park a pile of focus on the guy so you can rinse and repeat). I'm probably better off with the bokur there, but the idea is intriguing to me.
On topic: Meg with a marshaled freebooter would certainly be fluffy. I like Walls for the Sea Dogs. What about Pressgangers? Give your Sea Dogs some longer staying power, as it were.

Press Gangers I'll have to buy more Sea Dogs (for
Shanghai purposes). I already have Press Gangers though,
and you're right.
What I like about warjacks is the absolute points sink they
offer for single models. I've completed how much of my
army requirement by buying this model? Really? Awesome!
