Ok I've finally sat down and redone my army list to bring it in line with the new chaos dex. Here is what I am proposing:
Troops:
2 squads of 10 CSM
Each squad will have Aspiring Champion, IoCG, plasmagun, and heavy bolter
Purpose: Sit in cover with good sight lines and threaten anything that comes within 24" with a lot of shots; also to provide protection to the oblits from assault troops; will also claim objectives
Heavy Support:
3 squads of 3 oblitorators
Purpose: Anti-everything; 2 squads will start on the table and the 3rd will deep-strike scenario permitting
Fast Attack:
2 squads of 10 Raptors
Each squad will have Aspiring Champion w/ 2 Lightning claws, and 2 meltaguns
Purpose: Anti-tank; picking off small squads and heavy weapon squads; main objective claimers
Elites:
2 squads of 5 Terminators
Each squad will have 1 powerfist
Purpose: Will deep-strike scenario permitting; tar-pit; objective claimer; emergency troops

I plan to use this list for fun play and maybe the occasional store tourney, your feedback and comment are welcome.

If it's just for fun and local tournaments the 9 oblits seem excessize. They are good, I will give you that. But 9 seems a little overkill to me. If you moved them down to 3 squads of 2 you could add another unit of CSM similar to the one you already have listed. That would leave you with 25 points. You could use those to give one of the terminator squads a reaper autocannon. Or you could give each unit a terminator with a pair of lightning claws and a heavy flamer if you plan to DS them in. That way they could lay down some flamer shots and get a good amount of wounds in from the lightning claws and power weaps.

If you plan to play 5th edition you better restock on troop choices since they will be the only scoring thing in the army.

If it is for 4th edition tournamens you should run even number squads of obliterators and terminators to maximize the scoring capability.

Either get 2 sorcerers with wings and lash for hqs or 2 DP with lash and wings. (regardless of edition)

I forgot about the HQ, the Hq is just a vanilla Lord with nothing on him. I see what you are saying about oblits. I may cut it down to 2 squads of 3. As far as 5th edition goes I'm not making any changes until I have the codex in my hand; there is just too much potential for change and nothing is set in stone. I might throw in another unit of CSM or I might find something else I'm going to look through the codex tonight.

Run a DP, they are far better than anything else point for point and have a lot of versatility in their options. You'll see when you read the codex.

A DP will definitely not be run in this list because with my lack of vehicles my opponent will have a lot of bored anti-tank weapons and a monstrous creature as a target. I think I will drop 1 squad of obliteraters in favor of another squad of 9 CSM with an AC. The AC will have a powerfist and the squad will have 2 x plasmaguns. This squad will (ideally) be a little bit behind the other two CSM squads to provide a powerfist threat to anything that manages to charge the other squads.

I think you should get the DP. Without a DP, your oblits will be taking all the heavy fire. The DPs and oblits together represent a double threat to your opponent, each being able to take enough fire that opponents are going to have to choose one or the other in a turn. If they pour fire into your DP, fine. that means your oblits can live to punish the opponent. If the oblits go, fine. Your DP is going to be tearing up squads in CC or lashing units into pieplate formation for heavies.

DPs can die in short order, but their cost effectiveness is better than any of the chaos HQ choices. The model is cool too.

Definitely have to second this. Sorcs aren't as effective sorcerers as DPs and Lords are simply trash compared to the DP. And they are about to release a plastic DP model. I saw the one for WHFB and it looks dumb as hell. If the 40k one looks anything like the WHFB model I'd say go out and buy your two metal DPs while you can still find them.

I thought I might point out that the two squads of Terminators can Deep Strike regardless of whether the mission rules allow it.
