Under the Nurgling "daemonic forces" entry in the new codex, there is a "note" under the special rules that says that Nurglings can also carry the palanquin of a herald of nurgle, and refers the reader to the "daemonic steeds" rules on page 76.

On page 76, the rules for the palanquin do indeed exits, mentioning only how it modifies the herald's profile.

Am I missing something?

Or is that "note" an oddly pointed and specific random "fluff" comment or suggestion about how one might want to model a palanquin?

Yep. It is a note for modeling/fluff purposes only. But the same is essentially true of all the "notes" regarding what creatures make up steeds.
