Can you analyze and evaluate this army for its viability. Is it a potent army?
How well will it do against an Ork horde army. Is this a take on all comers army list?
This is a fast and manueverable army meant to be a take on all comers. It is a fragile list meant to be selected in its attacks by taking on fractions of the enemy's army peicemeal at a time. This army is built with the 5th edition in mind according to the LOS rules.
This army belongs to a secretive Craftworld without a confirmed name until this day. It is believed to be Craftworld Talseth who were once allied and trained with Craftworld Saim-Hann. The truth is that these craftworld Eldar have begun to resettle the Maiden Worlds the Eldar claim as their own in the western sector of the galaxy near Tau Space. These Eldar forces fight in the fashion of Saim-Hann, but they lack Shining Spears aspect warriors. Maybe they will found some at 2,000 points. They recruited the aid of the Harlequins who endeavor to rid the Maiden worlds of any influence of Chaos. To this end, this unknown Craftworld has laid waste to many Imperial and Ork worlds in the name of reclaiming their former Empire and Glory. They use a hugh amount of flamer template weapons as the means purge and purify the Maiden worlds of Xeno taint. They are different than most Craftworld in that they take prisoners as if they are Dark Eldar. They use the chosen prisoners as either hostages or conscript garrison forces on worlds they have claimed. So, far three Imperial Worlds have not been heard of since the reports of this brand of Eldar has taken to conquest. They destroy all structures on a planet that are not their own which is a type of calling card for these war craving Eldar.

Yriel will hide in either Falcon and play the suprise assault roll. I just love the second assault round large blast template close combat weapon. He can also foot slog with the Harlies if the mood is right.
Fire Dragons- Hit hard targets, terminators, biker nobs, tanks, and cheesey armies
Bikes- harass, and crowd control, they act like a spring board for the Harlies to enter into combat easier. This tactic has not failed me yet. I have won multiple tournament sacrificing these units. I charge with the bikes in a manner that I either tie or win combat. Then manuever my Harlies to engage next my turn. Hold up the unit until their next round, then hit them with the Harlies. 5th edition might put a freeze to this.
Falcons- VP denial, harass, anti tank

Sticking Yriel to the Fire Dragons is a waste.
Usually Fire Dragons disembark after the Falcon moved 12'' and shoot their fun guns.
Yriel is with them but cannot charge this turn.
Next round, the Fire Dragons are often get killed from shooting.

I do think you would have a hell of time playing against a horde list such as orks. You just don't have the killing potential, you would have to use your mobility to it's maximum and route the orks as best as you can.

I agree that orks would be extremely tough to play against, as you rely so heavily on just a couple of units. But so far I have only played against all-biker orks, and I think you would do pretty well against them, so who knows...? My opinion isn't terribly informed about this =/
As for Yriel buddying up with Dragons, I am personally a really big fan, as it actually opens up a lot of options for you. Firstly you can drop them down next to tanks and waste two, not just one. Don't forget Yriel's BS5 S9 Spear! Or you can move 24", wait one turn, then drop them out next turn for a surprise charge and melta death besides. Although I have to admit I've only used this tactic at 1k, where it is extremely powerful. Especially against things like Godzilla lists. It could certainly work at higher points levels too, it just might not be the same.
As for the rest of your list, I quite like the footslogging harlies, and feel that their role is strengthened by having everything else be mounted/bikes/jumping. Their vulnerability from fast units can be protected by using your own fast units effectively.
Overall I would feel a little awkward using this list, as it puts out very little firepower from the get-go, and seems like an unusual mish-mash of units. But my ultimate list of fun and death last edition was exactly the same, and I find my favourite, as well as some of my most effective, Eldar lists posses this awkward, ineffective feel to them, but turn out to be entirely deadly due to the unit combinations. Without explaining how this works a little bit, I would suspect this list to be bad, but I understand how it works together, and if you changed anything except from the Fire Prism [maybe], I think this dynamic would easily be ruined.
For instance, the farseer seems especially awkward, but he is actually extremely cheap, can help with tanks a lot, and with 5th Ed rending, Doom helps Harlies so much more! 3s to hit, 4s to wound with 6s rending...re-rolling 50% of these for a second chance...! Needless to say Doom is always nice when you're shooting..
Alright I'm done ranting, I just felt like you deserved some feedback for a decent list that at first seems very awkward, but has background and theme. Shining Spears at 2k could be really cool, but you would be tight for points. You really need about 200pts for a good squad.

Well, drop Yriel as he is too slow.
Give the Farseer a jetbike and the Falcons additional shuricannons.
Orks are not a big threat.
You have enough shoots to deal with the closest threats using doom
and to destroy their transports by the Falcons and FDs.
The Harlies should charge and withdraw in the same turn. Otherwise,
they will be dead.

Do you think it is good strategy to keep the spiders close to the Harlies. I wonder how the Harlies will effect LOS in 5th edition.
