From the book under the Core Units Section:
"If your army is led by a Tomb King then chariots count as core unit choices. if your army is led by a Tomb Prince, Chaiots count as special units choices instead."

As for 2- see how well you play them in some friendly games and see if your play style fits them. Play by proxy before you spend a ton of cash.

3- Any army is a decent tournament army if you can play it well. Personally, I wouldnt, but thats my play style. Worry not about how the Army does in games/tournaments/etc, worry about an Army that you like, feel natural with, is fun to play. Above all: IS FUN TO PLAY FOR YOU.

Tomb Kings has a lot of neat tricks, but the main reason I would love to play them.... You get to field the freakin Ark of the Covenant.

Tomb Kings are only good with an experienced really good player using them. If I played TK I'd lose every game. And yes you need a Tomb King and yes you should take lots of chariots have you seen the rest of their core? You have to be really careful and you have to plan ahead with their movement spells and such. It's really hard.

Take a bunch of magic. Take some chariots, take a catapult, take a big unit of archers, take 2-3 nasty underpriced Tomb Scorpions. Magic your catapult and archers to shoot twice. Magic your combat stuff to move + charge (except the scorpions, who don't need it). Use the scorps to munch your opponent's war machines, shooters, or small cavalry units. Or mages. Whatever you need them to kill other than big ranked blocks or ogre-type units with a bunch of S5+ attacks.

Win.

Okay, I exagerrate. But it's a really strong army if you use the strong stuff in it.

so an all chariot army is useless

It’s not useless at all! It can play competitively, especially with some good support units like Tomb Scorpions, and with sufficient magic to help them get extra movement. Against a lot of armies, and on tables with light terrain (chariots hate forests) it can be quite strong.

But it is going to get a bit boring after a while, I suspect. That’s always the downside of playing an army that focuses all on one thing. Like all-cavalry Brettonian armies, and all-shooting Dwarf forces. Those armies tend to get a bit boring after a while, and they have the downside of the rock/paper/scissors phenomenon. In some games, against some armies, they are very powerful; to the point where you will have an advantage right from the start which makes the game unbalanced. Against others (like armies with a lot of cannons or other S7 attacks which can shatter your chariots with a single wound), you’re vulnerable, and the game is unbalanced in the other direction.

The problem with an all chariot TK army is that you lack any kind of real hitting power. People tend to overestimate my charoit unit when I play my TK army and it always ends up getting shot to hell. However, when the unit does make combat it is generally unimpressive. D3 S4 impact hits each and what ammounts to 4 skeleton attacks after that...not all that great.

For 120 pts you get 3D3 S4 impact hits. Chaos Warriors pay the same 120 pts for D6+1 S5 impact hits. The fact that the TK charitos are light calvery and can be magiclly charged and healed makes them fairly worthwhile when you keep in mind how cheap they are.

If I wanted to make a whole army of them (which I wouldn't) I'd certainly have a fair amount of characters mounted in my chariot units to increase their hitting power.

Yeah I wouldn't judge anything as being good if it's better than something in the chaos codex... But yes, TK chariots are good and you need them to win.
