I play everblight, and have played against circle enough times to know how they work.
Both armies are fast and have ways to ignore most difficult terrain, especially woods. Circle can do it via all terrain abilities & teleporting; Legion can do it via all terrain and winged beasts (wings ignore terrain). Botha armies can frustrate opponents with their ability to attack almost whenever and wherever they wish. The speed means both armies will tend to get the first strike. They both tend to rely on defense for protection more than high armor. Def 14 on their infantry and beasts is not uncommon. They both have light cavalry, and are the only armies in either WM or Hordes to have it.
Many Circle casters have good attack/damage spells, with some defensive buffs or denial spells/animi. The Legion casters tend to lean towards army support or debuf spells/animi. Many of Legions' beasts have some sort of ranged attack, they also have archers who have a very nice unit attachment. In my games I have found that I can base my legion army around ranged attacks. For circle, the ranged seems to play more of a support role, although a couple of their casters can use the attack spells instead.
As will all factions, there are a few exceptions to everything I just said. Example: Legion has warmongers, and Circle has tharn ravagers, both of which are low defense, higher armor infantry.
