What color or mix is good for doing subtle highlights on DA Green? I've tried using Snot Green, but it ends up with too bright and gives them too much of a Tron like look

If snot green is too bright, mix it 50/50 with DA green. If you're afraid of mixing, use snot green, but then apply a wash over it; either of green ink or watered-down black ink. Or try the new citadel green or black washes. Either should dull the color nicely.

The best color to base under scorched brown to get an even look?

Well, do you mean base coat or prime? I prime all my stuff black. This means my colors look pretty dark unless I do multiple layers (which I have to with all the lighter colors). The other option is to spray black, then add a coat of a lighter-colored foundation paint. These cover well over black, and you can then paint the scorched brown over that. Alternately, you can start by priming white, but then you sometimes run into patchiness issues unless (again) you paint multiple layers.

Just be sure to thin your paint a bit if you're doing multiple layers, so you don't obscure the detail.
