I picked up a Space Marine Battlecompany and along w/ the regular rhino and razorback sprues, there were a couple of additional sprues that look like a communications device or targeter.

Any idea what this is?

Generall, that's used as the c3 "command vehicle" bit for squadrons. You can see it on pics of one vindicator in the linebreaker sqdn, or on the landspeeder in the landspeeder/whirlwind set.
