I'm going for a shooty eldar list. I put in some howling banshees because I feel I need some assault. Not sure if I have good upgrades on my vehicles. How useful are vectored engines and star engines?

Vectored engines are a must have for Serpents, Prisms, and Falcons.
The Farseer needs a jetbike for more effective casting.
Ten FDs are overkill, 6 are usually enough to take out a tank.
The Banshee's Serpent would benefit from star engines. In this way, you can bring the Banshees close to the enemy front ranks in first turn.
Take one 8 men Warp Spider squad, Exarch with withdraw. This frees enough points for upgrades.

The dual deathspinner on the exarch is much better than the spineret rifle. Also, if you're going to fly them around in a wave serpent, the Firepike is probably not needed on the exarch, as the fire dragons can drive their serpent right up next to whatever they want to nuke.
