A good one?
As a core, take winged DP with lash, Sorcerer on bike with lash, both with MoS, and take 3x2 Obliterators.
Add troops of your preference. A good choice is 2x8 Plague Marines in Rhinos, or 2x 14 footslogging Plague Marines, supported by either normal CSM troops or Noise Marine squads, 2 squads of 6 Marines, incl AC with doom siren, power weapon, in Rhinos.
Finally, add some Termies with combi-weapons, one power fist, or a Raptor squad led by an AC with lc's and melta bombs.

Take 2 DPs when you get them, so pepole will have two targets. Both with MoS, Wings and Lash.
Obliterators are standard as already pointed out 6-9 is about the right number
Back up with the cult troops of your liking, they are all good. Personally I prefer 5 man PM with double plasmas but they all work well against diffrent things.
Steleks guide on CSM is actually pretty spot on, check it out.

The two DPs don't have to be Lash DPs but that is the most effective configuration right now. Stelek's core is a really solid base point to build a CSM army off of. The troops are the hard choice now. But I'll say always go with Cultists, they are too good to pass up.

I have to add that my thinking about CSM armies was influenced by Stelek's guide.
It also valid in the 5th ed. I also think that Cult troops are too good to be traded for normal CSM troops.

its pretty accurate as to what is good and what isnt.
it comes down to, basically you should have a core of 2 demon princes (although a dp and a sorcerer is a popular choice for some) and some oblits
most combinations of stuff for the demon princes is pretty good, although wings and either mark of nurgle and nurgles rot OR mark of slaanesh and lash of submission are the best.
you should be aiming for about 4-6 obits in a 1500pt army. they are your anti-tank and doible up and effective anti- MEQ and anti-horde. plus they are hard to kill and and fearless.
for troops choices cult marines are the best your going to get. noise marines, plague marines and thousand sons are all exellent (khorne berzerkers arent as good as the other 3 but still better than CSM)
other than that raptors are fine, terminators are fine, chosen are ok. its up to you.

One thing that I like about the CSM that goes against most people's assessment is that they can get cheap-ish las cannons. This is affected by the fact that you need 10 guys to get one of course, but this helps the weapon stay around longer as well. Another CSM configuration that is cool is to take a smaller squad with an AC with a combi weapon, and a special weapon for one of the squadies. This unit is more fragile, but has a lot of utility. Taking a IoCG is a very good idea for the reroll on the 10 ld that it gives.
Of the cult marines I really like plague marines, and have been interested in trying out berserkers as well. Edit: Berserkers in a land raider is a plan I am itching to try out.

the assault capacity of berzerkers is wasted if they are transported in a rhino, which is why berzerkers aren as good as the rest of the cilt marines.
taking 10 guys just so you can buy one lascannon is a horribly inefficient use of points. while that lascannon is shooting at that tank, play a game of chess perhaps? taking a 5 man squad of CMS with a champ, a combi bolter and a special weapon also isnt great when for 10-30pts more you could get a squad of plague marines with 2 special weapons that are fearless and tougher and have defensive grenades and have feel no pain and have an can use both of their weapons twice, rather than just once.

I consider the Warptime Prince a valid contender with the Lash Prince for the HQ slot. He hits like a truck.

All in all, fact is that Warhammer 40K has never been as balanced as it is now, and codex releases have never been as interesting as they are now (new units and vehicles and tons of new special rules/strategies each release -- not just the same old crap with a few changes in statlines and points costs).

youre right i forgot about warp time. its great with any lords. tzneetch lprinces with warp time and doombolt/wind of chaos are very good (although very expensive) and nurgle princes with it can kill just about anything in combat.
