In 40k, people do rundowns of weapon effectiveness based on MEQs. What
do you use for a baseline rundown in WHFB?

For combat I think about beating Swordsmen or just your average block that brings the big 5: WS4, T3, 4+ Save in CC, 3 Ranks, Std, Outnumber.

I tend to simply think of hypothetical units with T4 and a reasonable armour save. That is the upper end of average and a unit that can handle itself against such a foe will do rather well. Anything significantly better than that is going to win most combats anyway unless you can outrank them and if you face anything substantially worse it is a good bonus.

Pretty much the same stats as Marines, so much like Demogorgon already said. Saurus, Dryads, Chaos Warriors, Black Orcs, Dwarf Ironbreakers. You'd want S6 and WS6 or hatred against these guys.

When you say MEQ for WHFB, do you mean what most people's meta-game is based around knocking out? If that's the case, there's not any specific model type you can really focus on eliminating. Different units are just too varied..
Usually, Heavy Calvary are WS: 4+ S:3-4(+2 on the charge with lances or +1 with spears) T:3-4 Sv:2+ or 3+
Light Calvary are similar, usually with spears or hand weapons and Sv:4+
Both Calvary types often suffer from poor static CR.
Warmachine Crews and Infantry are typically WS:3-4 T:3-4 S: 3-4 Sv:4+. Infantry you often have to worry about having very high static CR with.
Heavy Infantry and Elite Infantry often sport better WS and/or Sv. Heavy Infantry can also have high static CR, but are more expensive per model so it's less likely.
Large Infantry (Ogres and the like), often cause fear, have an average WS, but make up for this by forcing you to inflict a high number of wounds to reduce attacks back in addition to having (on average) 3 attacks themselves. They suffer from poor static CR.
Skirmishers, most often, have the same statline. Sometimes with two hand weapons (A:2) and either no armor or only a Sv:6+. These guys almost NEVER have any static CR
Chariots are, normally, T:5 with a Sv:4+, but do d6 impact hits on the charge and are insta-killed by strength 7+ attacks. Chariots are in the same boat as skirmishers as far as static CR goes.

I fully agree. In Fantasy no single unit type appears with any such frequency as MEQs do in WH40k.
