Ok, so in his rules he says that all units freind or foe benefit from his abilities. Does this mean that a CSM nurgle army fighting a demon list with epedimus will gain from his benefits. If so, then thats hilarious.

That is exactly what it means.
If I'm playing CSM Deathguard and you're playing C Nurgle with Epidemius, his existence is bane and boon to both of us.
