So I'm finishing up my Flames of War company and I was moving on to my allied Grenadier platoon when I decided that I'd use some putty to give the base a different look and texture than the rest of my army. That was two weeks ago and the plumber's epoxy I used still isn't dry!

I was wondering if anyone had any suggestions for putty thats good for basing.

Sounds like you may not have mixed it throughly, if you don't it will remain in it's original state and not dry.
You might want to try some ready mix filler (like what you use on sheet rock) I think that's what they use on the FOW site. It's super cheap and you'll have enough to do alot of bases.

I used DAP Wood Dough for making bases for my Ravenwing bikes (1 Round base cut in half and glued on each end of a square base).

Worked well, no mixing required, used it straight out of the tin. Only downside is it tends to be a bit smelly (solvent based)

I filled the gaps then smeared some across the whole base, you can smooth it out or let it dry slighty then texture it.
