Struggling with a theme in my mind, but want to work out some lists before i actually start building anything, without playtesting and before 5th ed even comes out..oh well, here are my thoughts:

Farseer: Doom/Fortune+stones; bike; runes of warding
Autarch: Lance; power weapon; mandihat; bike
8 Warlocks: Embolden, Enhance, 8 Bikes
^ All run together as a massive HQ bike squad

8 Harlies w/ shadowseer 1-2 fusion pistols

2x3 Bikers w/ 2 cannons
1x4 Bikers cannon & warlock: embolden, maybe spiritseer upgrade

2 Wraithlords: EML/BL

Thats around 1500.
Variations:

1)Alternatively the harlies can be swapped out for 2 war walkers with EMLs.

2)Another idea is scrap the ranged shooting for just harlies and shining spears.

3)The final idea is scrap supporting assault squads [aside from the HQ council] in favour of 8 EML walkers.

Although by no means can ideas be exhausted - please feel free to add any of your own, or any experiences with all-bike armies or just the bike council in general..cheers!

You should drop the Harlies and pick up shining spears as they will be able to keep up with the other jetbikes

Well, you have only three small troop units.
This could be too less in the 5th ed, since only troops are scoring units.
The Jetbike Seer approach with Wraithlords as shooty support units forms a viable option.
I'd drop the Autarch to include more troops, and possibly take Shining Spears over Harlies, as already said.

I, myself, personaly would not get shining spears. The only thing they do better than quins is move fast. Once they get into hand to hand, they are by far the inferior of the two units. Lets also not forget that they are much more likely to be shot up on the way in too.

With the rest of your army being mostly bike mounted, it shouldn't be difficult to dance around the enemy and move, shoot, and them move again to stay out of hand to hand till the quins get into striking distance.

One thing this army is going to have serious issues dealing with though is power armor. You don't have any ap 3 troop killing weapons and you don't have enough spray and pray weapons to overcome a large amount of 3+ saves. You are also lacking in power weapons (1 on the Autarch and the 2 dreadnaughts isn't going to cut it). So be careful.
