I'm rather new to WHFB, and a bit of a rules problem came up in a game the other day.
A fear causing unit charged. The target unit had greater unit strength, and failed their fear check. So, they need 6s to hit in Close Combat. My opponent also said that the unit getting charged also couldn't 'Stand and Shoot' because of the failed Fear check.
Now, I simply cannot find this in the rules. If it is in the rules, could you please point out where exactly it is? I don't see it in the entry for 'Fear.'

That's an old rule, when you'd actually run away.
Now you don't, and as far as I know you can stand and shoot even when scared.
i.e. it isn't on page 18 or 50...where would it be?

I actually thought it played out that way, but after looking it all up it isn't the case.
There are two ways a FAILED Fear Check affects your ability to declare your charge reactions:
#1 - The charging enemy has a HIGHER unit strength than your unit does.
In this case, your charge reaction immediately changes to "flee" instead of "stand and shoot".
#2 - The charging enemy has a LOWER unit strength than your unit does.
In this case a failed Fear Check means you hit on 6's in close combat, however other than that nothing says you can not stand and shoot, or that "hitting on 6's applies to anything other than the close combat result".

He said 'target unit' had a higher unit strength...so I assumed he knew about staying and fighting.

Correct. If charged by a fear causing unit with lower US, a failed LD roll indicates the charged unit needs 6s to hit in the close combat step. Nothing prevents the stand and shoot reaction there.

Just as an added note. Stand and Shoot happens before measuring distance to a charging unit. so in effect you would resolve the stand and shoot reaction before you even check range.
This is important as it could potentially cause a panic check or reduce the number of charging models to a lower US that those standing and shooting.
This also adds some complications to the game.
