Implacable Black Templar Initiate

My Friend got the VC army book recently and he was looking at the Blood knights(  ?) and it says they counted as vampires. So he was woundering if they counted as wizards.. Ps I'm not sure if thats the right unit as he was fairly vague on the matter so I'm not completly sure on the unit in question.

Vampire is a special rule as detailed in the Vampire Counts special rules section. No where in the rules for Blood Knights does it allow for them to be wizards.

Page 35, Vampire Counts book:
"Vampire: Vampire characters are wizards..."
Blood Knights are not characters, ergo they are not wizards.

Champions aren't characters. They get some of the benefits of characters, but are not characters themselves.
