Are they as screwed by the new glancing rules as I think they are? Can we hope for an F.A.Q. that makes gauss perform like it used to (or at least in a comparable manner)?

Necrons are very mobile. They can teleport all over the place. 5th edition armies will most likely have fewer tanks and more infantry supporting infantry. The cheap squads will screen the more expensive elite squads. Necrons are able to circumvent that screen like no other army. Take out the effective squads teleport out and repeat. I think they might be more effective but I haven't read the whole book yet.

Gauss weapons will still annoy the warp out of tanks. While you might not be able to destroy them outright, you can keep them from doing anything useful until you can bring your more powerful gauss things to bear.

Even worse for Necrons than the glancing hit nerf though is the new combat resolution. Prepare for your squads of Necron Warriors to be beaten and overrun in a single round of combat without the usual saving grace of being able to teleport them out of combat.

That's why you take swarms of Scarabs, zip them back and fourth in front of your lines to play blocker, all while they benefit from a 2+ Cover Save.

Thats why you have a running Cthan to keep you out of close combat. Some of the old tricks wont work but you will notice you are still in a pretty decent spot.
Glancing hits are also usually enough to break vehicles, by taking out their weapons-imobilizing or just stunning them. At least until your AT gets around to blowing them apart.

While it's true you won't be getting any lucky "6s" on the glancing hits, you'll still stand a very good chance of doing extensive systems damage to tanks using the "gauss" rule.
Monoliths are now beastly, and I fear the renewed efficacy of the two-monolith/deceiver/horde of invulnerable robots style of play.
Necron CC units were never really slouches, and will benefit greatly from the new environment.
The Necrons are, in my opinion, well-positioned to adapt and overcome.

|
Massed gauss fire on vehicles is still going to be pretty effective. You won't be able to hope for quick kills but you should be able to neuter a vehicle fairly effectively with shooting from a warrior squad. The downside to this is that you might not be stop transports from delivering their cargo as easily.

What's giving them a 2+ cover save?
Turbo boosting gives you a 3+ cover save, and the stealth rule that all swarms receive gives +1 to all cover saves.
therefore turboboosting gives scarab swarms a 2+ cover save.
