One thing to consider: Fast Attack Grey Knights do not have to deep strike. Your analysis of them seems to think they do. If you have some extra slots, and don't really need the scoring units (or are going for a GK Horde) FAGKs get you a regular Grey Knight unit that can be deployed in reaction to a good portion of the enemy's army. Same with Purgation Squads, the special weapons are optional. It can also be another 10 regular PAGK (though you're looking at something Apoc scale by the time you'd want to use them for that)

Many a Sentinel pilot has hesitated to call his vehicle a walking coffin after battling beside a Dreadnought.

I smell water warrior... heheh I prefer the 3 Dreads to the (minimum) 2 Land Raiders required for a classic water army. I will be running a combination GK/SoB army, but I plan on using the "way of the water warrior" for that as well.

I noticed the forum is current 40K edition. The army list had troops but no Justicars. In the Codex ,It looked to me they are required.

Justicars are squad leaders... much like sergeants in Marine squads, we usually just put down '10 Tac Marines w/ whatever' on paper. In this case he has paid for the targeter upgrades, which at least acknowledges their being there.

what- what is this? a tactica for grey knights? Tzeentch will not be pleased...
anywho, about shooting at range and falling back- you forget that daemons, the army these guys are designed to kill, deepstrike, so you can shoot at them the turn they deepstrike in, but the next turn they're assaulting. I don't care how fast you are, 3/4 of my stuff is jump, jetbike, fleet or cavalry. Pretty much the only thing you can run from is nurgle, (slow & purposeful across the board) and I use him more for slogging forward and taking fire. So, essentially a chaos undivided daemon army will undermine that whole strategy. especially bloodthirsters.
of course, there is that problem commonly referred to as force weapons. <takes a break to scream wild curses at the Anathema and his slaves> but we have a counter to THAT! It's called bloodcrushers, bloodthirsters, and to a lesser degree, bloodletters. All of the above ignore armor. So, if we don't get saves, neither do you. unless you have invulnerables. So what I'm saying is... be careful. Grey knights aren't invincible, even against daemons.
