In the description of the high elf Repeater Bolt Thrower it says it can do 6 strength 4 hits with armour saves suffering a -2 penalty. Now was it worded this way so as it protect it from the rain spell that makes ranged weapons with armour peircing -2 to hit? And does it take -2 penalty before the additional -1 to high strength or is the -2 including the -1 to high strength? Just curious if anyone has this figured out.

The -2 includes the penalty for being S4.

Nothing in the description protects the weapon from the lore of life spell.

The -2 sv modifier includes being Str 4, but the rain spell does not affect it like an armour piercing weapon unless it spesifically states it as armour piercing.

Let me simplify:

Enemy casts Rainlord on your Repeater Bolt Thrower (RBT).

Scenario A) You dispel Rainlord. Nothing happens.

Scenario B) You do NOT dispel Rainlord. Your RBT gets -1 to hit. You only get -2 to hit if the weapon has the "Armor Piercing" special rule. That rule is nowhere to be found in the RBT's description. So your RBT only gets a -1 to hit modifier. Then, after you have hit and wounded the enemy models, those enemy models that are wounded take their armor saves with a -2 modifier.

Got it?

"The last known instance of common sense happened at a GT. A player tried to use the 'common sense' argument vs. Mauleed to justify his turbo-boosted bikes getting a saving throw vs. Psycannons. The player's resulting psychic death scream erased common sense from the minds of 40k players everywhere. " - Ozymandias
