Hi all this is my first attempt at a competitive elder army list. My main opponents are chaos and marines so any help would be really appreciated.

Ok, not a bad list overall. There are a few things that I would change though, especially if you're goin to make it competitive. First off, I would consider changin the Howling Banshees to Harliquins. Banshees aren't what they used to be, and you're gonna want a HtH specialist... especially against Marines. Secondly, you might consider dropping the TL Shuriken Cannons down the the shuri cats (I think... I don't have my codex with me at the house). They're not gonna really be worth the points to upgrade. Third, you might consider dropping one of the Bright Lances from the Guardians and picking up a StarCannon. They'll be decent for killing any MEQ armies, if I remember their stats right.
Overall, I think you've got enough for tank hunting. Maybe drop one of the platforms down to a Scatter Laser?
I haven't played Eldar for a long time... so don't hold me to anything that isn't exactly the best for meta eldar gaming.

for the wave serpent it says i need to choose one weapon from the list and the TL shuriken cannon is the cheepest option, thats why i choose it.
for the harlequin's which upgrades would you recomend apart from the kiss.

unless your planning to leave your guardians out in the open, you wont needcomceal because they will bet a 4+ cover save most of the time anyway. destructor or embolden would probably be better.
give the DR exarch crack shot, instead of fast shot because your opponents will be in cover in 5th.
the dire avengers arent that good, especially foot slogging. harliquins in on of those falcons would be better.
speaking of the falcons, they dont look like they are going to be transporting anything, so changing them to fire prisms would be good (this is an either or with the DA above), either way youll probably want to give your vehicles holo-fields and spirit stones.
its a good start.

i cant remember the rules at the moment but cant i fire both weapons with my falcons thats the reason i choose them.

You can fire all weapons with a fast skimmer moving only 6".. Moving 12" means one main and a S4 or lower weapon. That's why I take EML on my Falcons. It's S4, AP4, or S8, AP3. If you loose the Pulse Laser, then the EML will work for anti-tank, and, at the same time give you a blast against light infantry. It works well when playing horde armies such as Orks, Nids, IG, and so on.
I dont agree with Nidmaster on replacing the Banshees with Harlys. Banshees have power weapons and are S3. Harlys can be upgraded to kiss weapons and are S3.
Banshees wound most everything on a 5+ and will kill a model without a save. Harlys need a 6 on the wound roll to cause rending. If the Banshees are just a assault unit, then stick with them. Now if you wanted a unit to rush a MC or take out a possible T8 model, then use Harlys. I would suggest taking only 6, and transporting them in a Falcon.

in the choas list im fighting against he has Abaddon and a deamon prince with the mark of nurgle and warp time with wings.

Harlies need kisses and a Shadowseer so that they get plasma grenades. Without them, they will hit last when charging into cover. An advantage of Harlies is that they ignore difficult terrain. I prefer Harlies and leave the girls at home.

to use my falcons as my main battle tanks would any one recomend any vehicle upgrades or other weapons for them.

Halo-fields and Spirit Stones.
Again, Harlys are great. They move 6" with fleet, and have rending weapons. They can have a Shadow Seer with Veil of Tears that makes them hard to target, and they ignore terrain. One Problem. They foot slog unless mounted in a Falcon. They can't buy a Wave Serphent, and cost 22pts a model. Also, the Seer is I believe 30pts. A squad of 9 with a seer is 250pts. If I was right about the cost of the seer.
It's a choice up to you. Again, If you are using Falcons, a squad of 6 with kiss weapons work great, if not, Banshees and a Serphent work for me.

In 5th edition, I'm finding brightlances on BS3 units (guardians and falcons) are no longer any good at killing tanks of AR12+. You need a 4 to hit, then a 4 to glance, then usually your opponent gets a 4+ save, then you need a 5-6 or 6 to do any damage. That's something less than a 4% chance of killing a tank. Not worth the premium price of a brightlance.
A better tankhunting option now is close-up fusion guns--dragons or transported/jetbike autarchs. Even a fire prism, because it can maneuver for a clear shot, is a better antitank choice than a falcon that's not transporting anything. The era of gunboat falcons is over.
Starcannons are also now not the best anti-marine choice. 2 shots at BS3--nearly always with a cover save--you're looking at about a 40% chance of killing *one* marine per starcannon per volley. Reapers or banshees/harlies are better marine killers.
Harlies can now ride in a wave serpent--a serpent bought for another unit as a transport. They just can't deploy in it.

So banshees and harlies are very closely matched, especially if you have a Doom seer lying around dooming their targets. But Harlies are more expensive, and can't get in a waveserpent until the game has already started [no turn 1 turboboosting, or coming in from reserves..]
So make your choice and stick with it, they are both very good. At 2k I like to take a squad of each, transported in falcons typically, and with Doom flying around, they ALWAYS do me proud

If you use Falcons give them stones and holofields, and additional multishot weapons (shuricannons, as they are cheap). Moving 6'', they can shoot all their weapons.
Mount 1 squad of Fire Dragons and 1 squad of Harlies in them.
