5th ed adds attacking buildings directly to the core rule set. Now my question is are Building ruins such as : http://www.games-workshop.com/gws/catalog/productDetail.jsp?catId=cat390003&prodId=prod1095509
still buildings? As the rules allow them to be turned into craters? Or are ruins considered not buildings anymore? (IE already destroyed?)

It would depend on how you build them.
Intact, enclosed buildings count as Buildings, and can have troops embarked as with a Transport vehicle, and when that happens can be attacked.
Ruined buildings count as Ruins.

Specifically, page 79 has the rules for attacking buildings.
It's basically like attacking a vehicle.
Buildings that are occupied can be attacked, so i'd venture to say you couldn't attack unoccupied buildings or buildings counting as impassable terrain.
Though it'd be fun (perhaps too gamey/cheesey) to be able to blow up any old building to change the LOS and maybe replace it with a ruin.
Ruins count as area terrain that grants a 4+ cover save.
So it depends on how you model the building. Most of my terrain for my CoD board will be ruins, but i'd like to have at least two buildings with fire points, etc.
Seems silly to me as at least one entire side of a lot of my ruins is completely exposed. I think i'll count the ground floor as area terrain granting 4+ cover regardless, while 2nd, 3rd, 4th, etc will count as regular difficult terrain - so if you have an LOS to the target unit and it isn't obscured they'll get no cover save, but if you're shooting at the unit through the windows/holes in the wall then the unit being fired on will get 4+
I made model some floors to have cover though so you can get 4+

My opponent allowed my to attack a builing with a Deffdread the other night to make a hole to get troops in.
As the only entrance was another turns walk away and lootas like standing still.
I ended up penetrating and making it a ruin but it seems fun a ok if both players agree that its doable.
