Personally I don't like army comp scoring in tournaments. It seems too based on the oppositions opinion, and I believe that many people dock people just because they got stomped. This comp system takes the opinion of your opponant out of the equation, but it is still one persons oppinion of what is chees, and what is't. I mean you get docked points for taking more than one dispel scroll. I thought that was standard practice. I usually go with "if you don't like it, stop complaining and find a way to beat it."

Yeah, some of these are pretty arbitrary it seems to me. Like me getting hit 100 points for each jezzail over 3 in my Eshin army but a standard skaven army losing 100 for every over 5. Uh, what?
On the scrolls, I think the opinion of whoever wrote this is the fewer magic items the better, bar none. -100 for 1 scroll isn't much in the grand scheme, as you start at 3000, but take 4 and that's -400
My eshin breakdown thusly:
3000 Start
+200 BSB
-100 Fellblade
-400 285 points in magic items
+100 3 pd / 3 dd
-200 2 scrolls
-300 2 ratling guns
-300 6 jezzails
+100 Assassin
+240 3 night runner units
+136 Gutter runners
--------
2476 Total Comp
And my list is about the weakest army at my LGS

It looks like some of the tourney organizer's friends, having painted their anvils of doom, were disappointed by their still-poor standings and decided to ask for a little help...

When soldiers think, it's called routing. |

In all honesty Comp is way to subjective to quantify. What I did like how ever was the "Theme" score GW used a few years ago. It takes more into account than the selection. The judge basically looked at the army and asked "is there anything in this list that does not belong in it?" If there was some things than points would be deducted. So in essence if you have a Cav heavy army and you take war machines than you would loose points as a Cav based army would be moving to fast for war machines to keep up with it. Just like if you have an infantry based army and you take a choice that obviously does not fit the theme of it, you would loose points.
I am happy that in the US GW does not rate comp as I feel it takes away from the enjoyment of the game. The rules are there for a reason and Comp is just used to bend them in some cases.

Personally I like the banding system used I think in some UK tournaments (or somewhere else, Australia?), where "comp" is distilled into a Band A,B,C ranking that determines your first match or two. As more of a fluff bunny than a WAACer I find this attractive as then my tournament games would be played against people of similar army calibre, instead of needing to be trampled by power armies before I get in some nice fluffy games :S - Salvage
