EDIT: new revamped list after post #4, 1746 points.
farseer with warlock retinue---352 (tank busters, light infantry hunters and pure annoyance, not sure how they'll do)
all equipped with jetbikes and singing spears, farseer also has doom, runes of warding, fortune, spirit stones, all warlocks have destructor

Well, the list looks not really competitive.
If you take an Avatar, fortune him by a Farseer.
Guardians with EMLs hit or miss; better give them scatter lasers.
They can walk in the Avatar's fearless bubble; the same holds for the DAs.
The Scorpions are fine, 8 men minimum.
But Fire Dragons should have a transport at all cost.

The avatar is being fortuned...eldrad's with him and the fire dragons do have a transport..
I don't really know anything about competitive play though so maybe my whole direction with this list is wrong :/

you need to pick a play style and form your army around that. i play most hit and run, so i use warp spiders, swooping hawks and harliquins with a strong base of guardians and farseers (i play ulthwe)

Obviously I overlooked Eldrad.
In terms of the new list, a combination of footsloggers (DA) and mounted troops doesn't really work unless you play a hammer & anvil army.

Maybe you should go a mech eldar spearheaded by an autarch or farseer or jetbike and have a small squad of ranges hold your deployment objective and cherry pick if possible (rangers and pathfinders are very random with their effectiveness)
