Is it better idea to just go 1/2 chars and rest all scoring units since if i stock up on non-scoring it might turn to a tie.. Any thoughts?

If by "chars" you mean characters, I would never go 50% of my points in characters. Unless, maybe i was playing 500 point games, even then.

I think the percentage of your points devoted to troops(which are the scoring units) is totally dependant on your army and playstyle. There is no hardfast rule. I would recommend at least 4 troop selections though and I would almost always make the selections beefy.
